The Medicaid School Program (MSP) Cost Report that is currently being processed and AUP audited is for the 2013/14 school year. The original due date of this Cost Report was 12/31/2015, but ODE has granted a three-month extension, so the extended due date is 03/31/2016. Getting an additional extension beyond March 31st will need to be requested on a case by case basis, and you will need to have justifiable reasons why more time is needed.
ODE/ODM would like the Cost Report/AUP Audit process to stay on schedule for the 2014/15 school year, which means that the Cost Report/AUP Audit for that year would need to be completed by 12/31/16. Filing extensions beyond this date will also need to be made by the district and will require valid reasons for the request. In return, they are committed to having MSP Final Settlements processed “within 2 years of the end of the school fiscal year”, which is what Federal and State rules dictate.
With that said, if your Cost Report and AUP Audit has not yet been completed for the 2013/14 school year, please make every attempt to get your Cost Data to your billing agent and your AUP Data to your CPA firm as soon as possible. Realistically, your CPA firm needs about a month to complete the “Agreed Upon Procedures” audit; therefore, Cost Reports need to be completed by March 1st, to allow the AUP to be completed by March 31st.
Attached is the schedule of due dates for the next seven MSP Cost Report years. ODM needs to change the last column date to June 30th (Adjudication Payments/Recoveries Processed), so as to comply with Federal and State Medicaid rules.
2013/14 MSP Cost Report needs to be completed no later than March 1, 2016.
2013/14 MSP AUP Audit needs to be completed no later than March 31, 2016.
(The completed AUP Audit will be filed together with the Cost Report on 03/31/2016)
Failure to meet the March 31, 2016 deadline could result in having to forfeit your Final Settlement and return your Interim Claiming reimbursement.
